Viability be damned. Anonymity is crucial. Identification as a default has a chilling effect on free speech.
It's impossible to guarantee or enforce, though, so you're always stuck in a potential where one person can have the data (positive id's) and thus has the power. I think the answer is actually radical transparency - so you can't oppress outside of a spotlight either. Everyone gets all of the data.
