Yeah I really like that 90's and 00's style with a bit of noise and glow to the image. I know some artists use 3d models and stuff to help with posing and composition but I don't know how to use any of that, I can barely use my iPad lol.

You reminded me, I should try some noise sometimes. lol Also I'm one of those who use 3D as a tool. It's a bit of a learning curve, but it can def help speed things along if you are willing to learn (def not recommended unless the artist is already comfortable though as it can become a crutch).
Yeah I found adding a little bit of noise really softens the image and gives it that vintage anime cel look that I personally love. I don't know what program you use but the default noise on Procreate is rubbish, billows or ridges is where it's at.
