A lot of places in Europe tried that. Then we abolished it, because it creates an exploitable sub-class who have no means of gaining enough money to be considered 'valued members of society' due to the law, and no way of changing the law due to lack of money. And then they revolt.

Yeah, this is the eternal problem - no matter what system we create, there's always some group of pricks determined to create an exploitable sub-class within it. Their methods vary (when they have to), but they're always there, like a cancer. Just saying that system isn't immune either.

Their problem is that if they do something about the crime and poverty in the worst cities, they wouldn't have anywhere to recruit National Guardsmen from to ship out of state.
