Possibly the theory that most vulnerable benefit most from vax while survival of less vulnerable is believed significantly high, better enabling herd immunity response. Fauci eventually allowed that this, at least equaled effect of vaccines where it occurred.
There again, tho, factoring in the difference between sterile and effective (covid vax) immunity, it seems as conducive to herd immunity theory with reduced consequence (hospilization).
