this place is more-or-less decentralized too. not too many other options yet but you can move to e.g. deer.social (development on hiatus for the summer i believe) or zeppelin.social (once it's back online in a few days). not sure if blacksky.community will comply or not but it's maybe an option too
All of these places will also comply or be blocked or their owners arrested if in the UK.

If it was decentralized, then other instances wouldn't need to "phone home" to be validated as genuine instances. There's an official Mastodon account that talked about this.
