It's explicit in the Constitution that the president *doesn't* have this power. Per the Constitution, states run elections, with the US Congress only able to step to protect voters' rights. (Which is not to say that this SCOTUS can't say otherwise. But the Constitution itself is clear.)
Obviously, the Republican-led Congress *should* be stepping in re some states' measures. But equally obviously, they won't.
