Nope this is a well and has to stay open to prevent bacteria to multiply in still water. It's drinking water access for people and cattle.

I've had wells previously and never heard of such a thing. That's a sign of a problem with the pump.

It's a natural well, no pumps needed. It just flows 24/7. During wintertime it maybe shut off somewhere at the begining of the pipe and flow on a natural way to prevent the pipes from bursting.
