I don’t think it’s antisemitic to call Netanyahu a fascist. Nor does IHRA. Calling him a Nazi however requires a higher burden of proof which you have not met. It is an accusation specifically designed to offend Jews. If you do something with the intention of offending Jews, you’re an antisemite.
