The judge ordered that he not be moved. And got the DoJ attorney to say that was sufficient. So if they do move him, it will be a clear violation of the order.

No, but even this administration recognizes that their attorneys can't be hung out to dry. Xinis correctly put Ensign on notice that personal sanctions would accrue ("as an officer of the court") if the order is violated. Tough to get lawyers to work for you if you wave that off.
