You should read the article. By "fixed," -flood problems were largely addressed. But other infrastructure needs & liveability issues weren't. Money to address new or worsening problems (climate change related & not) are not. Its not a failure of what was accomplished immediately after Katrina
That’s what I meant. Take a look at Venice- they dump a lot of money on solutions to slow the flooding of the city. But at least they are being proactive. Fixing the immediate doesn’t help New Orleans down the line. There need to be a proactive approach in case of another disaster
