Even with frequency hopping if the EW signal is broadnband and very powerful the Rx mixers in most simple digital systems will be overloaded and not function properly. Spread spectrum is worse, aka GSM phone jamming is easy. Maybe Ukraine is using some proper RF now rather then the usual china crap.
