The USA would have all leverage just like EU. If they would put secondary sanctions on companies and countries that deal with Russia. If USA and EU would do it together against China, and stop all those countries circumventing sanctions, like Turkey, Georgia and so on. There is plenty of room.

Yes. Could start with smaller fish. But China is a problem since their shit is in everything and we have no idea what it can do. Türkiye is a NATO partner. Serbia would open itself to ruSSian and Chinese military bases right on the EU's doorstep immediately. It's all not so easy, unfortunately :(

Well ALL EU countries could stop buying freaking Russian oil and gas for starters. I suppose that is one not so horrible outcome of the new tariffs. Then realise that the US is not a geopolitical ally anymore (if it ever was in the true sense of the word).
