Not as much as you think. Ukraine would take responsibility after the attack. Poland would demand explanation, would ask for the ambassador. The ambassador would go in and drink a toast with polish friends. So publically Ukraine apologies, Poland publically accept. And the Russians fucked.
No, it is already embarrassing that Ukraine is containing main NATO threat with little help, on their soil. Having to deal with russian crap which is directly not affecting them in this war just to help NATO would be massive embarrassment for Poland and NATO. Another one in the books.
The other option if the EU countries taking electronic counter measures and makes Kaliningrad Comms off the grid until Russian comply. Means surveillance GPS signal interference and so on. Until you puch Russians to the face they won't listen.

The other and possibly less embarrassing for Poland option is Ukraine ( or even some NATO country member ) send a special forces team in to blow it up and like Nord Stream everyone denies doing it and plants fake rumours on who did ' it was obviously a Russian false flag op '
Sure that would be cool, but there is no decision maker within NATO willing to do such risky operation. And again, asking for help from country that is being invaded by nuclear state is embarrassing. Really, just leave Ukraine out of it.

basically the same as FLR-9. the receiver site will have rooms full of various kinds of signals receivers and interpreters. depending on tropospheric scatter the range in some freq ranges could be much further than you would expect. 1000 miles for a little radio and nothing in the middle.
