I’m not overly enthusiastic over Ukraine wanting to buy billions of dollars worth of US weapons when we know we can’t trust them functioning and can be “turned off” at anytime. Ukraine and Europe should produce as much as possible themselves to minimise dependence on the US.

Yes, Russia agreed on security guarantees back in 2022. However, they should be enforced by the UN Security Council, meaning that the members could veto any enforcement of the guarantees. The worst thing is that I'm not surprised that the current US administration is not aware of this little detail.
