Only when using US weapons, Trump's threats and restrictions are becoming more irrelevant to Ukraine with passing time. Europe still needs to up it's game and totally remove all dependency to the back stabbing USA for any weapons & Intel.
The long distance weapons he is probaly referring to are the ERAM missiles which are predominantly anti-aircraft or anit-missile missiles. They have a extended range over the current AMRAAMs and can be launched beyond launch aircraft radar range to be targetted by an AWACS aircraft.
