Indeed. I see it every day. I do not drive in the Chicago. Running stop signs is extremely common. I think most drivers don't realize how fast they go through stop signs. They think they're going 5ish mph, which is still dangerous.

This shocks me, in cities I always see people actually stop

I post a lot of political stuff so I'm not sure I want to out my location, but I am talking about cities with populations of 20K to 200K
I think there is variation in Chicago. Neighborhoods with better traffic calming have.... calmer traffic. My neighborhood unfortunately has not had as much as some others. But many nhoods have even less. Unsurprisingly, fatalities are higher in those areas.
In my experience, it does vary by neighborhood and by specific locations within a neighborhood. Some spots near home are not bad, while others that may be only a block or 2 from there can be terrible.
The last really close call was when I was driving. I had no stop sign. A driver on the intersecting street did have one but didn't even slow down. I had to make the fastest panic stop ever while laying on the horn. They stopped just short of hitting me.
I don't drive very much. I walk and ride my bike much more often. There have been times when I had very close calls with drivers running stop signs and red lights. A few of those incidents have happened right in front of my house or within a few blocks.
