Sounds like there's too many cars. Especially for a place so well connected with public transit. I don't think the number of street spots is being reduced in any case.

According to what I read, the city passed an ordinance in July that eliminates parking minimums near public transit. I don't live in Chicago, but I have a family member who lives in Uptown and does not own a car. This area is clogged with cars. It's very difficult to find a parking space.
Yes. The ordinance does not remove parking. Encouraging people to take alternative modes of transportation will reduce the number of cars while making more housing - which is sorely needed - more affordable and available. There are lots of news stories diving into this.
