I did state the problem was in my town in my initial post. And yes, I did also mention Canada, and I apologize for being so broad. I should have again stated that this is a problem in MY TOWN. And, yes. They are new. They barely speak English.

Sounds like they are TFWs rather than immigrants or Canadian citizens. I actually do think we need to pull back on the TFW program or even eliminate it entirely.
