How New York City responds to the occasional hurricane that makes its way that far north does not actually have a lot of bearing for how we in Los Angeles need to respond to regular wildfires.

New York City is in a state whose government is generally content to let them do their own thing, and the tools they use to solve their problems are shaped by that environment.

But that's really not relevant for, like, Indianapolis or St. Louis or other cities who are constrained by restrictions imposed by state governments the see their large cities primarily as concentrations of Black people who need discipline imposed from without.
