Compared to the baseline of 0/3? Yes. Maybe 1/3 is getting close to the limit of what's literally possible given the limits of technology and Constitutional guarantees.

Or maybe it's not! But you can't assume that just because it's a lowish number in absolute terms doesn't mean it's meaningless or useless.
