The people involved should be charged with war crimes, and last I checked there was an ICC arrest warrant against Putin. Is there evidence this is a systemic practice by the Russian military? I haven't seen anyone suggest that.

Bucha? Mariupol? Izium? The specific tactic you're referring to isn't possible largely because, again, Ukraine is just so much bigger and isn't boxed in on all sides, but that doesn't mean the ultimate goals aren't the same.
