I've been advocating use of clown soldiers since people started parading around with guns trying to look scary. Pink camo, pink plastic guns, funny wigs, silly music, marching in step. Those guys with tubas and accordions were effective too.

They can be in small groups to follow different patrols, as few as 3 or 4. Larger groups as they gain momentum. (This is all in my imagination of course.) I was picturing a little portable sound system with circus music, but silly instruments would do.
