Step one: ask. Step two: ask again. Then, make sure it's being recorded and that local pd is called. Inform them that they are under arrest, and that pd have been dispatched. Mostly this will cause them to disperse. Make sure to stay safe!
Risky, especially once they know the PD are not interested in assisting a citizens arrest... and more so once they get approval to disappear interfering citizens.
Also, check your local pd and city policy regarding ice cooperation and their policies regarding impersonators. If you're in a place run by I've conspirators then step one is to attend those city council meetings and get involved. You can have an outsized impact then!

Make them show their identification also. Badge numbers, etc. Police officers provide that (mostly) when asked.
