You have no idea what you're talking about. The Supreme Court has repeatedly struck down the application of flag improper use or desecration laws on free speech grounds. Individual jurisdictions can pass such laws all day long, and they will always be unenforceable in a free country.

The executive order can’t outlaw flag burning, as the Supreme Court ruled it was free speech to do so. The executive order calls for investigating other crimes that ultimately involve burning the flag. Still not great, but someone would have to break a real law to get in trouble burning the flag.
