frankly i am already tired of explaining very basic stuff about life in the dmv to people who live hundreds or thousands of miles away, yet act as authorities on the area. either help us or leave us alone.

Even as someone who lives hundreds or thousands of miles away, I've always just assumed that the traffic there is constantly being redirected around this or that motorcade or whatever, for mostly pretty mundane reasons

It was a running joke when I was growing up there 30-mumble years ago that getting stuck behind a motorcade was a legit reason for being late to work, and I can't imagine that's changed.
