I heard it last week in an interview with a redistricting expert on a news podcast. He said MD tried to 8-0 their map and got shot down.

They did, in 2022 because our Constitution has an unusual clause that requires districting to take into account "natural boundaries" and we have this big honking bay between the Eastern Shore and the rest of Maryland. But District 1 includes Harford county, which is on the western side of the Bay.
