They did, in 2022 because our Constitution has an unusual clause that requires districting to take into account "natural boundaries" and we have this big honking bay between the Eastern Shore and the rest of Maryland. But District 1 includes Harford county, which is on the western side of the Bay.
It could be added to District 2.
If they can pull it off, go for it.
