Notice women were not included, then or now as equal and it's getting worse. Phyllis Shlafly repped the Catholic Church; she organized women from right-wing religions, taught them how to fool legislators and press; mandating their exact dress, demeanor and speech to defeat protections of the ERA.

The word "white" was implicitly present before the word "men". Slaves were not considered human by the majority. Which illustrates how wrong "imperfect" a system of majority rules was then and is now when checks and balances are a matter of good faith and not enforced independently of human control.
