Russia’s budget deficit hit 3.69 trillion rubles ($46.89 billion) in the first half of 2025—already matching the full-year target of 1.7% of GDP. Compared to 0.3% in H1 2024, this marks a sharp rise. Spending surged by 20.2%, while revenues grew only 2.8%. Oil and gas revenues dropped 17% YoY.
Those are russian state numbers. Probably it’s much worse.

Borrowing on the international market is practically impossible( sanctions and who would be willing to lend to them). So only the domestic market is available for financing. Once their own citizens start distrusting their bonds, it may quickly escalate.
