Wasn't it NATO? Maybe he is confounding the two? And in NATO the USA contribute, too, not just t he European countries; and there are countries in NATO which are not part of the EU (Canada, Turkey, e.g.)

Europe combined probably spends an amount on defence comparable to the USA. There is an economies of scale problem where European countries are spending money on the same thing as others. The main deficiency Europe has is intelligence, comms and GPS. All space based, and expensive.

The biggest pain points are intelligence and logistics, but that is caused by internal boarders. Europe needs to find a way to collaborate on technology and compatability. I.e. we need to use the same planes and standard pallet systems for logistics

It started long before Trump. It was Obama that shifted the focus away from Europe, toward Asia... the idea was: "Europe is at peace, Berlin wall has fallen, URSS is no more, so we should focus on China". It didn't work.
