Europe combined probably spends an amount on defence comparable to the USA. There is an economies of scale problem where European countries are spending money on the same thing as others. The main deficiency Europe has is intelligence, comms and GPS. All space based, and expensive.

It started long before Trump. It was Obama that shifted the focus away from Europe, toward Asia... the idea was: "Europe is at peace, Berlin wall has fallen, URSS is no more, so we should focus on China". It didn't work.
Europe has plans to decouple there too. The Galileo system for example... ...it takes time, but if EU is forced to bite the bullet we'll bite.
