If he truly believes this, and I think he does, then the logical conclusion is that Putin must be defeated and not just appeased or contained. The Trump effort would result in appeasement, so why do Macron and the other European leaders not push back against this harder?
They'd all experience domestic pushback from voters afraid of a nuclear interaction and oppositiones who would exploit that. However I would think if the Russians made the first move they would have the support of voters.
