Yes, I would attribute it more to incompetence, deliberate unwillingness to upset the status quo, whatever before malice in that administration. This administration doesn't really have a reason why not to, unless they're preserving themselves. Classic "tu quoque" fallacy on someone using this.

I get what you’re saying and will counter with this: neither party will come out of the reveal of this list unscathed. It’s not that democrats aren’t better than republicans. They’re just not good enough to be acceptable. It didn’t start with Trump and it won’t go away when he does either.
