Would disagree, in that they represent a group of potential voters who could be mobilized in the next election. Trump's winning 2024 strategy was based in part on bringing out "low-propensity" voters.

Elections have consequences, as we're all seeing. I can't be bothered with sympathy for those that didn't bother. I've heard the argument that elections don't matter, but obviously they do.
