Why would that surprise anyone. Most everything he does is unlawful. He is desperate to stay in power and will do anything to stay there. His gerrymandering is only one aspect of what he would do. The next thing will be rigging the election system.

Please work on your language to describe his efforts. He’s not working on reforming anything. He’s working on controlling. Reform implies good intentions. Do better. Framing matters.
