Asked elsewhere, but ? for you: The American Revolution started over taxation issues. Now the only reason the government has the money/power to do this is because of the funding it has due to the imbalance of tax payments vs receipts from "blue" states (CA, CT, IL, MA, MN, NJ, and WA) 1/3

whose residents pay more to the IRS than their states receive. Is there a way for states legislate such that they would collect federal tax obligations from their residents rather than have them go directly to the IRS? They could then threaten to withhold those payments from the federal 2/3

government should the President illegally impound funds? The only reason they can't do so is because a state's citizens are forced to contribute directly to the Feds/IRS rather than first to the state. Could be argued it is taxation w/o representation given the power imbalance & lack of recourse.3/3
