Democrats have 2 main traits the way I see it. 1) they seem to really care about the letter of the law and 2) they are scared witless to spearhead any changes that might cause their supporters to switch to the opposition. Gavin is saying of those two things the one that needs to go is the dignity

Those are the only ones they actually care about. They view their roll as shepherding voters on their donors behalf.
