This is a good illustration of one of the most fundamental and basic problems in the way America and Trump deals with Russia and Putin. Russia is AN UNDEVELOPED state. They are UNDEVELOPED. They don't have a developed political system. Their institutions are not working like in developed nations.
That means that America and Trump and all other developed countries SHOULD NOT TREAT RUSSIA LIKE IT IS A DEVELOPED STATE. It doesn't matter what they do or do not legislate. It doesn't matter. One should NEVER take what they legislate or don't legislate seriously. Because they are UNDEVELOPED.
