He may not completely recall. He may think it's possible he said it, so can't say no, but doesn't directly remember, so cant say yes. Schiff emphasizes the "fuck you", but the tone may not been as aggressive, and not nessesarily memorable. Don't ask me what I said at a meeting last week.
