No, they don’t. Medicaid only comes into play if they go to an emergency room that has to provide service. Medicaid reimburses the hospital for that care. This bill strips that so hospital costs will have to go up to cover this.

I don’t know exactly what this provision says, but I’d assume it actually applies to ANY uninsured patient (how d’you check citizenship in ER?). There are millions of uninsured US citizens, it’s criminal for ANYONE to have to worry if they can afford to get any medical care let alone emergency care.
