But that wouldn't even be extortion, assuming Intel wanted money enough to get it from the Feds instead of private investors, though how much equity vs cash is still a negotiation. Trump's framing it like he's the cool mob boss extortionist successfully shaking them down.
The CHIPs Act money was promised by the prior administration for other things like building plants like in Ohio and keeping manufacturing and jobs in US. It was never "We'll give you this CHIPs act money in exchange 10% equity". It 100% is, purely, extortion.
