The waste and complexity isn't inherent. It's ticket-clipping by layers and layers of commercial interests all trying to extract as much profit as possible.

It just has to be a political priority. Declare the change and make it happen. There's no gentle transition, the vested interests will simply undermine it. But whether that's even possible in the US political environment seems like a pretty valid question.
