He deliberately avoids the vital step in securing legacy: the succession. Without he making that call, when he dies, the party collapses into infighting factions, total unraveling of the whole thing.

It's the failure of virtually all autocratic dictators. They're psychopaths high on power & can't give it up & terrified of having a protege in case they decide to depose them & terrified of retiring, fearing what might happen to them without power. Hence likes of Putin going on & on till they die
