I think when excluding rare or mythic cards, there may be a similar assumption or feeling players have with pauper that the price is going to generally be much lower than a Commander deck, and I think there's just a very small surprise factor in realizing that's not the case.
Clover can be budget. But not by default.
By no means a deal breaker, and staples are inevitable, but I thought it may be worth mentioning to the creators as an experience that is had as a brewer. While the format CAN obviously be built on a budget- it is not inherently a budget format as one *may* go in assuming (as they do with Pauper).
