Definitely sounds like cryogenic gas storage venting. Happens at my work in the parking lot every day. Loudest sudden noise you can hear followed by a thick cloud of precondensation.

Yeah the nearby power plant's emergency steam release system kicked on hence the godzilla noises.

Yep there it is. Here's the liquid O² tank at my work venting. Not steam but cold vapor in this case
