Sure. I do not believe that asking God to do things on your or others behalf actually causes divine intervention. But some religious people do. The belief that this happens is a not uncommon basis for religious belief, in fact. And that's what some people are trying to do when they offer prayer.

I agree that "thoughts and prayers" when offered as petitionary prayer is bad in the same way I think placebo medicine is bad in that it has the potential to and actually does convince people that this is taking meaningful action in lieu of directing effort to something that might actually help.
