The safety of an entire nation's children cannot be contingent on you maybe needing to shoot a bear. The cost-benefit isn't there, it isn't remotely close.

If the result of banning guns is a dramatic increase in bear-related fatalities we can address that later. In the meantime, nobody gets guns.
