Probably depends on the terms of the lease and who the vampire asks - I think in most jurisdictions they would need to be invited into the individual apartment to go anywhere other than common areas, which any resident could invite them into

I'm not sure they would know that inherently - probably very frustrating for new vampires to be allowed into the building and then not know why they can't slip inside the individual apartments
