Even if he doesn't control them in the sense he can make someone he likes win, the more important perception (in the eyes of GOP electeds who might otherwise check him) is that he controls them enough to make someone he hates lose

His candidates win primaries and lose general elections Sometimes more recently he's endorsed multiple major candidates so he can't appear to lose
