There is no specific set of criteria that exclude them besides that Disney has decided to keep "Disney Princess" and "Frozen" as separate brands. Even in merchandise - when sold in the same box -, Frozen has to be silo'd off into a different section with different branding.

Raya is also in the Princess line even though Anna and Elsa aren't (I haven't seen Raya I don't know if she's a Princess in the movie like Moana technically is)
