There's a French saying that goes "on ne peut faire boire un âne qui n'a pas soif": You can’t make a donkey drink if it isn’t thirsty" It suits republicans better than "You can lead a horse to water, but you can’t make him drink.” Donkey also conveys stupidity in French. Not just stubbornness.
Better still is my Italian grandma: ‘you can lead a mule to drink, but you can’t make him water’ (she was a veritable yogi berra, that one 😅)
