If he's not a standard cop but rather an unknown federal entity, then there is no way to file a complaint. There is no accountability to anyone.

Even if he wasn't a NPS officer he was present at the scene assisting the NPS & the NPS officers should have reported his actions to their supervisors. I have filed a complaint with the NPS Office of Professional Responsibility at OPR@NPS.org, another option is to call & report at 888-294-3666.
